The voiceless stops (k, p, t) are voiceless normally and become voiced (g, b, d) when they are between voiced sounds (vowels, m, n, l, ɾ, ŋ). It's kind of the same as how the "p" sound is aspirated (like with 피읖) when you say "pie," but English speakers do not notice the aspiration. Unlike English, which makes distinction between voiced and voiceless consonant pairs (k/g, p/b, t/d), Korean does not make a distinction between voiced and voiceless consonants/stops. I'll give you a pretty technical version of what's going on, so I hope it makes sense.
